Update on Leyden Rock Development
As part of the original annexation and development review process, the Leyden Rock developer committed to setting aside right-of-way for the Jefferson Parkway. In addition, the developer committed to grade the right-of-way to the approximate final elevation for the Parkway. That grading work has recently begun and currently is estimated take six to eight weeks to complete. The completion date is dependent on the relocation of various utilities crossing the right-of-way. In conjunction with this work, the developer will also be completing the permanent landscaping adjoining the Parkway right of way. This will provide a long term buffer for the eventual construction of the Parkway.
The dirt work being done fulfills the developer's contractual obligations to the City. This does NOT signal the start of construction of the Parkway itself. There are still several environmental studies that need to be completed. Also, the Parkway Authority needs to establish key private sector partnerships and develop the appropriate financial structure needed to support construction and operation of the Parkway. Those environmental studies will take some months to complete. There will be a citizen participation process to involve the public in course of those studies.
